Thats where the Asura invent time travel 250 years from now.
But the technology was incomplete, and now the island shifts in and out of the time stream. This, of course, is the reason we can't travel there.

It's the Galapagos of Tyria,
Only drakes and birds live there, among them some very endangered species.
Accessing the island is strictly prohibited for all player characters as it would disturd the delicate balance that keeps the wildlife intact.
Rumor has it though than an ancient facility that spans several square miles and goes over a thousand feet underground is located in the wasteland valley on the center of the island.
The Asuran Archaeologists Ross and Well once tuned in on a gate that wasn't theirs, after entering they found themselves in a lab like underground place which, though older than anything previously seen by the Asura, was far more advanced than Asuran technology today.
After trying to extract the data from the what seemed workstations they triggered a defence system which collapsed the gate just after the datacollector golem escaped through.
The data recovered from the golem was incrypted and incomplete but clearly showed some kind of blueprints for aircrafts, powercells and DNA reconstruction along with yet untranslated fragments of text.
Nowadays there is no record of a golem with such data and all records about Ross and Well seem to have been removed from history as if they never had been born.
Still reports are coming in from all around Tyria of frightened people seeing strange round and triangular aircraft moving at incredible speed and making a humming sound.
Farmers have also reported crops to be destroyed in strange patterns and their lifestock being mutilated or disapearing.
They have also been seen in pairs and people say that it looked as if the aircrafts were "arguing".
But that's just rumors I guess....

It was in Sorsaria, it was in Serpent Isle, it was in Japan, and now it's in Tyria.
Now, seriously. Not every spot in the map has to be somewhere you'll visit. It doesn't matter if it's and island so it stands out more.

It's just part of the tyria map that never got used. Likely they planned to use the place in EoTN when they decided to do an expansion instead of another whole campaign. When they were crunched for time and rushing to get EoTN finished they likely decided to cut w.e. part of the game was planned for that area. Doubtful it'll ever be used in gw1 at this point

Fun Fact: The island does show up in the world map for Gw2, you are wrong...As they say the proof is in the putting...Check link all the way at the top, we see only a little of it, but it is there and it is green.

As for what the island is, its most likely a island that isn't touched. Given that its a volcano or rocky island in Gw1 and a Green in Gw2, it could be anything, but more or less its something that we may go to in GW2, or may not. Only Anet knows.

yeah but what if you were asked "Is the Proof in the pudding?" you would say "Yes, The Proof is In The Pudding." so saying The proof is in the Pudding is like saying something is a fact, even if questioned. I Win.
The island is the End Game of GW2, its where you travel to with Thakarey and he betreys you and kills your party and claims the scpter of orr for himself, controling the dragon whats his face, you know, the big one from the movie.
